Basics
Lilia is a R Defense unit. His max HP is 10,057 and his max attack is 2,944.
To obtain this card, play the Stage in Playful Land event. I don't remember EXACTLY when you get him, but you get him by reading the story. He has no requirements to make him permanent. As soon as you get him, he's yours and in your roster forever.
Spells
His spell 1 is Void Shot and his spell 2 is Fire Shot 2.Exams
How useful is this card gonna be in exams? Here's my rankings: for flora exams, I'd give this card a B, C for fire, and X for water. He’s good for budget healing and really he shines best in flora exams.Skills
For skills, he’s got HP regeneration and damage cut. On spell 1, he only gets his skill at level 5. It’s minor HP regeneration for 3 turns. It doesn’t grow at all. Spell 2 is kinda the same deal where he only gets something at level 5. He gets a tiny damage cut to foe for 1 turn.Buddy Bonuses

All right, so let’s talk about building, starting with the basics. In order to Groovy Lilia, you'll need to get him to power level 20 and vignette level 2. Groovying doesn't use up any Thaumarks, but it will cost 1 Playful Dress. As for uncapping, he'll need 0-40 R Awakening Perfumes. Each uncap costs 10 Perfume, so the more copies you pull, you'll be using 10 less perfume.Now we got spells. Each spell needs 351 notepads, 86 textbooks, 13 grimoires, and 79,400 Thaumarks. Spell 1 needs these in gray items and spell 2 needs red. In total, that's gonna cost 158,000 Thaumarks.
Furniture
This card has 1 piece of associated furniture. You can make Lilia's outfit on a mannequin. I don't believe you need to do anything to unlock this furniture piece, but if I'm remembering wrong and you do, it'll probably be just getting his card. You'll need 4 metal, 10 cloth, and 10 unique paint to make it, and you can make it at any time. It is NOT time-limited.Macaron's Notes
I actually use this Lilia quite a bit. I have a lot of Lilia SSRs over on JP, and because I use Lilia in battle maps, this is a card I use pretty frequently. He's a solid healer, especially when I don't wanna break out the big guns (Cloudcalling Leona) just yet. I wouldn't call him extremely squishy, since he actually has a pretty high HP for a rare card and he usually lasts a few battles for me, but you're definitely gonna have to balance out his low attack with someone much stronger.
